Understanding
Memoranda of Understanding are agreements established between Startup Portugal and Portuguese municipalities, allowing legally recognized startups to benefit from exemptions or reductions in certain municipal taxes, creating a more favorable environment for innovation and growth.
We are driving local startup ecosystems forward!
The new Startup Law, approved in 2023, created a definition of startup and scaleup, allowing municipalities to have a more detailed mapping of the entrepreneurial ecosystem and startups in the region, and also enabling the introduction of measures to attract and retain these companies in the territory.
These Memoranda of Understanding aim to create incentives and measures to retain startups and technological talent in the territory in the various areas of intervention of the municipalities, framing proposals aligned with the strategy of each location.
31 Portuguese municipalities have already signed.
At Web Summit 2024, Startup Portugal signed Memoranda of Understanding with 14 Portuguese municipalities, bringing to 22 the number of local authorities promoting entrepreneurship by granting tax benefits to startups and scaleups and attracting them to establish themselves in their territory.
At SIM Conference 2025, Startup Portugal signed Memoranda of Understanding with 9 more municipalities, bringing the total to 31 across the country – all working to create more competitive and innovation-friendly environments at the local level.
