National Entrepreneurship Strategy 2030
A strategy for the entrepreneurial ecosystem, built with those who drive it. The NES 2030 will set the public policy agenda for entrepreneurship in Portugal through 2030. It is a process open to the ecosystem: input from startups and incubators feeds directly into the diagnosis and the proposed measures.

What is the NES 2030
The National Entrepreneurship Strategy 2030 stems from a strategic study led by Startup Portugal. It starts from a diagnosis of the national ecosystem, benchmarks Portugal against international best practice, and translates that knowledge into a concrete agenda of measures for the 2026–2030 period. The aim is to make public policy for entrepreneurship more coherent, evidence-based and aligned with national and European priorities.

The process timeline
The NES 2030 is being built in phases throughout 2026. This timeline is indicative and will be updated as the process advances.

Completed Kick-off and planning.
Definition of the scope, methodology and work plan of the study.
Stage 2
Diagnosis and ecosystem consultation.
Analysis of the current state, international comparison and gathering of ecosystem input through the surveys. This is where the participation of startups and incubators counts.
Stage 3
Co-creation and validation.
Working sessions with the ecosystem to design and validate the proposed measures.
Stage 4
H2 2026
First version of the strategy.
Consolidation of the diagnosis and measures into a first version of the study.
