Memorandums of Understanding

As part of its mission to foster entrepreneurship across Portugal, Startup Portugal has established several Memorandums of Understanding with Portuguese municipalities. These agreements enable legally recognized startups to benefit from exemptions or reductions in certain municipal taxes, creating a more supportive environment for innovation and growth.

Boosting local startup ecosystems!

With the new Startup Law launched last year, there is now a definition of startups and scaleups, enabling municipalities to have a more detailed mapping of the entrepreneurial ecosystem and startups in the region and also enabling the introduction of measures to attract and retain these companies in the territory.

Municipalities have several areas of intervention at their disposal, so Startup Portugal is signing Memorandums of Understanding with several of them to create incentives and measures to retain startups and tech talent in their territories.

A total of 22 Portuguese municipalities have already signed!

At Web Summit 2024, Startup Portugal signed Memorandums of Understanding with 14 Portuguese municipalities, bringing up to 22 the number of municipalities promoting entrepreneurship, by granting tax benefits to startups and scaleups and attracting them to set up in their territory.
